Kaba Nialé prône une approche « offensive et stratégique »

The handover ceremony between Léon Kacou Adom and Kaba Nialé , held this Monday, January 26, 2026, in Abidjan, marks a turning point for Côte d'Ivoire's foreign policy. The new Minister of State unveiled an ambitious roadmap, placing the economy and influence at the heart of her actions.

A lever for economic development

For Kaba Nialé, diplomacy should no longer be limited to mere representation. Faced with a rapidly changing world (security crises, climate challenges and migratory pressures), she intends to transform her ministry into a true engine of growth .

  1. Economic diplomacy: Using international relations to attract massive investments.
  2. Employment: Using Ivorian influence as a lever for job creation for women and young people.
  3. Expertise: Drawing on his past experience in the Economy and Planning to adopt a cross-cutting approach to development.

The priorities of the new roadmap

Driven by President Alassane Ouattara 's vision, Kaba Nialé's actions will focus on three major pillars:

  1. African integration: Strengthening Côte d'Ivoire's regional leadership.
  2. Protecting Ivorians abroad: Improving consular assistance and the management of migration flows.
  3. International influence: Asserting the country's position at major events, starting with the next African Union summit.
“Diplomacy is becoming a strategic instrument. It must be a lever of influence and an engine of national development.” — Kaba Nialé , Minister of State.

The legacy of Léon Kacou Adom

The outgoing minister left office highlighting the successes of his term, particularly the handling of sensitive consular matters and the strengthening of multilateral ties. His successor, however, inherits urgent challenges, such as combating irregular immigration, a challenge emphasized by the Secretary General of the Government, Robert Charlemagne Dah, who praised the outgoing minister's effectiveness while expressing his confidence in Kaba Nialé's expertise.
