The President of the Republic of Guinea, Mamadi Doumbouya , held the second session of the High Council of National Defence (CSDN) on Thursday, November 27, 2025 at the Mohammed V Palace. This strategic meeting brought together the highest civilian and military leaders of the country to address crucial national security issues.

🛡️ Pre-election security is the priority

This CSDN session is of particular importance as it comes less than a month before the presidential election scheduled for December 28, 2025.

The discussions focused on the following priorities:

  1. Defense and security of the national territory.
  2. Protection of populations and their property.
  3. Securing the electoral process (before, during and after voting).

The aim was to receive clear guidance from the Head of State to ensure a stable and secure environment across the entire territory during this pivotal period.

🤝 Mobilization of High Authorities

Present around President Doumbouya were those who, to illustrate the unity of the security and institutional apparatus, were:

  1. The Prime Minister, Head of Government, Amadou Oury BAH .
  2. The Minister Secretary General of the Presidency, General Amara Camara .
  3. The Minister and Chief of Staff to the President, Djiba Diakité .
  4. Several other members of the Government.
  5. Senior officials of the defense and security forces .

📢 Instructions from the Head of State

In his address, President Mamadi Doumbouya reaffirmed that the protection of citizens and the defense of the territory are an absolute priority . He emphasized:

  1. Strengthening Operationality: The need to bolster all security mechanisms to guarantee public peace.
  2. Electoral Imperative: Securing the ballot is a national imperative, aimed at enabling every citizen to freely exercise their right to vote, in calm, dignity and transparency.
  3. Stability and Movement: Firm instructions to CSDN members to take all strategic measures to ensure the stability of the country and guarantee the free movement of people and goods.

These guidelines define a clear course of action focused on prevention, the protection of populations, and the preservation of public order and national integrity.

The execution and rigorous application of these strategic guidelines have been entrusted to the National Defence and Security Commission .
