The Ghanaian government dropped a bombshell on Friday, February 27, 2026. Through its Minister of Foreign Affairs, Samuel Okudzeto Ablakwa, Accra estimates that 272 of its citizens were sent to the Ukrainian front after being lured by false promises. The toll is heavy: at least 55 of them are believed to have already lost their lives .

Human trafficking orchestrated on the Dark Web

The modus operandi denounced by the authorities is systematic. Transnational criminal networks exploit economic hardship by offering "decent jobs" in Russia. Once there, the reality is quite different:

  1. Misinformation: Recruits believe they are signing up for civilian positions.
  2. Forced recruitment: They find themselves integrated into the Russian army as "human shields".
  3. Location: Recruitment is actively taking place via the dark web, which Ghana is now committed to dismantling.

A Russian strategy to address the shortage of men

According to the All Eyes on Wagner collective, this massive recruitment is not accidental but forms the backbone of a deliberate strategy by Moscow to compensate for its human losses. Ukrainian Foreign Minister Andriy Sybiga cites staggering figures: more than 1,780 Africans from 36 countries are currently fighting against Ukraine.

A diplomatic shockwave in Africa

The time for indifference seems to be over for African capitals, which are facing increasing internal pressure:

  1. South Africa: President Ramaphosa facilitated the return of 15 deceived citizens. The affair caused a political earthquake with the resignation of MP Duduzile Zuma-Sambudla, accused of involvement in the recruitment.
  2. Kenya: Official figures have exploded, rising from 200 to over 1,000 recruits according to the latest intelligence reports.
  3. Uganda and Nigeria: Traditionally close to Moscow or cautious, these countries are beginning to publicly express their concern about the influx of testimonies from families.
"This is not our war and we cannot allow our young people to become human shields," Samuel Okudzeto Ablakwa insisted.

Towards the end of non-alignment?

For the International Crisis Group (ICG), this scandal marks a turning point. The war in Ukraine is no longer a distant conflict for Africa. The direct involvement of its citizens on the battlefield could force the continent's leaders to abandon their diplomatic neutrality in order to protect their populations.
