Normalisation Bénin-Niger : Trois projets d’accords finalisés à Cotonou
The diplomatic crisis between Benin and Niger, which has persisted since the coup d'état of July 2023, is nearing a resolution. Meeting in Cotonou on June 20 and 21, the expert committees of the two countries concluded their work in a cordial atmosphere. This meeting resulted in the drafting of three crucial agreements, the ratification of which by the heads of state will be a prerequisite for the official reopening of their shared border.
The discussions resulted in the drafting of three fundamental texts:
Defense and security issues dominated the discussions. Since 2023, Niamey had accused Cotonou of complicity in destabilization projects through the alleged presence of French military bases in Benin—accusations reinforced after the attack on Niamey airport in January 2026. Although Benin has always denied hosting such bases in its northern region, the details of the confidence-building measures adopted to reassure Niger remain confidential.
Despite persistent demands for transparency from Niger regarding foreign military deployments near the border, there is reason for optimism.
“By choosing dialogue rather than confrontation, we have created value for our economies and security for our people,” said Mohamed Toumba, Niger’s Minister of State for the Interior and Security.
