SUDAN/Darfur: ICC Investigates Massacres and Raises Warning of Possible Crimes Against Humanity

The Office of the Prosecutor of the International Criminal Court (ICC) expressed its "deep concern" over recent reports of massacres, rapes and other atrocities committed during attacks by the Rapid Support Forces (RSF) in the town of El-Fasher, according to a statement dated November 3, 2025.

War Crimes and Crimes Against Humanity in Question

The ICC stresses that these acts are part of a broader context of widespread violence that has been ravaging the Darfur region since April 2023. If these allegations are verified, they could constitute serious war crimes and crimes against humanity as defined by the Rome Statute.

The Office reiterates its legal jurisdiction to prosecute crimes committed in this conflict, in accordance with United Nations Security Council resolution 1593 (2005). An investigation is already underway into crimes perpetrated in Darfur since the start of hostilities in April 2023.

Evidence Collection and Warning

For the ICC, the time for immediate action is now. The Office has indicated that it is taking steps to preserve and collect relevant evidence of the alleged crimes in El-Fasher for future prosecution .

The recent conviction of Ali Muhammad Ali Abd-Al-Rahman (Ali Kushayb) , leader of the Janjaweed, for similar crimes committed in Darfur in 2004, serves as a clear warning : the ICC is warning that all parties to the conflict will be held accountable for their actions regarding such atrocities.

The Bureau therefore encourages all individuals and organizations working for justice to submit, via the secure OTP Link platform, any information or evidence relating to recent and past events in El-Fasher.
