Climate: Ivory Coast refines its strategy to secure 11 billion FCFA from the Loss and Damage Fund

Climat : La Côte d'Ivoire affine sa stratégie pour capter 11 milliards FCFA du Fonds Pertes et Dommages

The headquarters of FIRCA (Interprofessional Fund for Agricultural Research and Advisory Services) in Abidjan hosted a crucial workshop on Tuesday, April 14, 2026, for the future of national climate resilience. The objective: to consolidate Côte d'Ivoire's project proposal to the Loss and Damage Response Fund (FRLD) .

An ambitious project in the face of the climate emergency

The project, entitled "National Integrated Response, Support and Recovery System for Communities Affected by Climate Loss and Damage" , aims for a budget of $18.5 million (approximately 11.1 billion FCFA ).

This meeting follows feedback received from the FRLD secretariat last March, after an initial submission in February. For the Ivorian government, the aim is to transform these observations into concrete actions to build a "serious, inclusive, and credible" response.

The financial stakes: Ivory Coast is applying for the FRLD's first global call for projects, endowed with $250 million.

Why is this device vital?

The country is bearing the brunt of the intensification of climate hazards (floods, coastal erosion, droughts). According to World Bank figures cited by Armand M'Bra (FIRCA), the cost of inaction is colossal:

  1. Annual losses: between 80 and 100 billion FCFA.
  2. Impacts: disrupted agricultural cycles and destroyed infrastructure.

The 3 pillars of the project (2027-2030)

The system presented by FIRCA is structured around three strategic axes:

  1. Rapid response: Immediate interventions during climate disasters.
  2. Support for communities: Cash transfers to affected households and direct aid.
  3. Sustainable recovery: Infrastructure rehabilitation and local capacity building.

A participatory and institutional approach

The chief of staff of the Ministry of the Environment, Parfait Kouadio, emphasized the importance of collective ownership of this project. The project already incorporates the expectations of local populations, gathered during community consultations conducted in early March in the most affected areas.

For her part, Ms. Traoré Assita, Deputy Executive Director of FIRCA, recalled the institution's leading role in mobilizing climate finance, welcoming in passing Abidjan's positioning as a regional hub for the Green Climate Fund.

Next steps

Experts and stakeholders now have all the necessary information to finalize the technical recommendations. Once consolidated, the dossier will be resubmitted to the FRLD for final validation, marking a historic step in the protection of vulnerable populations in Côte d'Ivoire.
