What was intended to be a simple courtesy visit quickly turned into a strategic working session. The Minister of Urban Planning, Housing and Living Environment, Moussa Sanogo, met with the President of the Council of State, Coulibaly-Kuibiert Ibrahime, with a clear objective: to join forces to improve and secure land management in Côte d'Ivoire.

Aware that urban planning and land use directly affect the daily lives of people, the two institutions have decided to step up their efforts.

The main points of the meeting:

  1. Land security: Minister Moussa Sanogo stressed the need to resolve disputes sustainably and to streamline the issuance of Final Concession Orders (ACD), a crucial lever to guarantee land ownership.
  2. Respect for legality: The President of the Council of State, supported by senior magistrates, recalled the role of his institution: to ensure the strict legality of administrative acts while guaranteeing a fair balance between the public interest and the rights of citizens.
  3. Ongoing dialogue: Both parties stressed the importance of moving beyond isolated actions by establishing a framework for regular consultation.

Towards concrete actions

To transform these discussions into tangible results, a first major decision was made: the immediate creation of a joint committee . This working group will be tasked with organizing an in-depth brainstorming workshop to harmonize the procedures of the two entities.

The ultimate goal: To make public action more transparent, more effective and resolutely focused on protecting users.
