Vers un cadre juridique historique pour l'Économie Sociale et Solidaire (ESS)
Meeting on Thursday, April 2, 2026 , the National Assembly's Committee on Social and Cultural Affairs took a decisive step forward. Members of Parliament unanimously adopted the bill relating to the Social and Solidarity Economy (SSE), presented by Myss Belmonde Dogo , Minister of Social Cohesion, Solidarity and the Fight against Poverty.
During her speech, the minister reiterated that this initiative is part of a global trend. She specifically emphasized that:
The legislation defines the social and solidarity economy (SSE) as a set of organizations (businesses, cooperatives, associations) whose activity is based on ethical principles:
Ivory Coast is not starting from scratch. The country already has a dynamic ecosystem represented by the Ivorian Social and Solidarity Economy Network (RIESS) , itself a member of the World Social and Solidarity Economy Forum.
"This bill is the culmination of an inclusive process. It responds to a demand from stakeholders on the ground who wanted a suitable legal framework to secure and stimulate their activities."
Previously lacking a specific legal framework, the social economy sector will now benefit from official recognition. This legislation will allow for better structuring of local initiatives, attract solidarity-based financing, and strengthen the impact of the fight against poverty throughout Côte d'Ivoire.
