At the Investors' Day of the Advisory Group for the National Development Plan (NDP) 2026-2030, the Minister of Digital Transition and Technological Innovation, Djibril Ouattara, presented a very positive assessment of the Ivorian technology sector. Thanks to massive investments and far-reaching regulatory reforms, the country now boasts one of the most dynamic digital growth rates in the sub-region.

For the Ivorian government, digital technology has changed status: it is now treated as an essential basic infrastructure , on par with electricity, drinking water, or the road network. This approach, driven by the vision of the Head of State, aims to democratize access to digital services for citizens while boosting the competitiveness of businesses.

Key figures of Ivorian performance

The overview presented by the minister demonstrates the rapid maturation of the market:

1. Mobile connectivity: A telecom penetration rate of over 130% and mobile coverage reaching 95% of the population.
2. Internet usage: Nearly 15 million active users , or one in two Ivorians.
3. Physical infrastructure: A network of 38,000 kilometers of fiber optic cable deployed, enabling the connection of nearly one million homes to fiber to the home (FTTH).
4. Digital economy: An explosion of new uses, marked by 2 million users on e-commerce platforms by the end of 2026 and a massive enthusiasm for urban transport applications.

Heading towards 2030: A 7-pillar strategy

To maintain this trajectory and consolidate its role as a regional technology hub, the Ministry of Digital Transition is deploying an ambitious roadmap structured around seven major axes :

1. Universality of coverage: Extend the network to cover between 98% and 100% of the inhabitants.
2. Digitalization of the State: Enhancing the quality of digital services within the public administration.
3. Regional influence: Positioning Ivory Coast as the technological hub of West Africa.
4. Disruptive innovation: Accelerating the integration of artificial intelligence (AI) into the economic fabric.
5. Human capital: Massively strengthen digital skills and training.
6. Postal modernization: Transforming the postal network to make it the logistics arm of e-commerce.
7. Digital trust: Strengthening cybersecurity to protect data and secure exchanges.

By making digital technology a cross-cutting lever, Ivory Coast intends not only to accelerate its own economic transformation, but also to secure its place on the podium of the continent's most successful digital economies.
