The Ivorian government places social development at the center of its financial priorities. On Friday, June 12, 2026, during the budget orientation debate before the Committee on Economic and Financial Affairs (CAEF) at the National Assembly, the Minister of Economy, Finance and Budget, Adama Coulibaly, outlined the main points of the three-year program 2027-2029.

A massive investment in social issues

Human capital is now emerging as the central pillar of public finances. To realize this ambition, the government plans to allocate 28.3% of its overall budget to it. This financial effort will primarily target three strategic sectors:

1. Social protection
2. health
3. Employment

Budgetary discipline and resilient growth

While investing heavily, the government remains committed to fiscal discipline. Adama Coulibaly reaffirmed his commitment to continuing the consolidation of public finances in order to comply with community standards regarding budget deficits. The objective remains twofold: to build a more resilient economy to external shocks and to maintain sustained investment momentum.

Strict alignment with the 2026-2030 National Development Plan

The minister stressed that the 2027-2029 budget trajectory and the preparation of the 2027 budget must be perfectly aligned with national ambitions.

“The project must be consistent with the PND,” Adama Coulibaly insisted.

This roadmap is in line with the vision of the National Development Programme (PND 2026-2030) and the national strategy for 2030. It aims to accelerate the structural transformation of the Ivorian economy by boosting productive investments and relying on the private sector to sustainably improve the living conditions of the population.

Focus on domestic resources

To finance these ambitions without compromising macroeconomic balance, the 2027-2029 strategy will rely more heavily on optimizing the mobilization of domestic resources and modernizing public finance management.
