The private hire vehicle (PHV) sector in Ivory Coast is about to undergo a major transformation. Faced with rapid growth marked by price and social tensions, Minister Amadou Koné officially launched a vast regulatory project on March 13, 2026.

The ambition is clear: to move from a "wild" market to a fair, transparent and secure ecosystem by the beginning of summer.

The 6 pillars of the reform

Following strategic discussions with market leaders (notably Yango), six levers for action were selected to clean up the sector:

1. Commission caps: Limiting the fees charged by platforms on each ride.
2. Minimum fare: Establishment of a minimum price to guarantee a decent income for drivers.
3. "Surge Pricing" framework: Regulation of automatic price increases during peak demand.
4. Algorithmic transparency: Clarification of the price calculation method.
5. Dynamic indexing: Automatic adjustment of rates according to external factors (weather, major events).
6. Comparison tool: Implementation of a price comparison tool to protect users' purchasing power.

A tight schedule for concrete modernization

The government does not intend to delay. As early as the beginning of April 2026 , a technical committee composed of representatives of the State, platforms, drivers' unions and users will meet.

Objective: To deliver a complete regulatory framework within 90 days .

This reform goes beyond the simple issue of fares. It is part of a comprehensive vision for urban modernization . By regulating ride-hailing services, Côte d'Ivoire aims to:

1. To ease competition with traditional taxis.
2. Attracting sustainable investments in "Mobility Tech".
3. Securing Ivorian youth who are increasingly dependent on these platforms for employment.
