As the summer holidays approach, families need to be extra vigilant. The Ministry of Tourism and Leisure urges parents to carry out thorough checks before enrolling their children in a holiday camp, day camp, or educational program.

Invited to the official "All You Need to Know" forum of the Government Information and Communication Center (Cicg) on Tuesday, June 30, 2026, Mamadou Kéita, director of Leisure Parks, Attractions and Digital Games, detailed the new regulatory framework for Group Leisure Activities for Minors (Aclm).

Based on the law establishing the tourism code (n°2014-139), the decree of January 18, 2023 (n°2023-24) and the order of February 22, 2023 (n°004), this reform aims for a non-negotiable objective: to guarantee the safety, health and development of children.

Each year, these facilities welcome between 100,000 and 200,000 minors. Yet, far too many organizers still operate illegally, exposing young people to major risks.

To have a worry-free summer, here is a checklist of essential points to demand from service providers.

1. The legal status of the organizer

Do not entrust your children to just anyone. Before registering, you must absolutely:

  1. Consult the official list of approved organizations, published by the Ministry of Tourism and Leisure. While an initial list included 75 compliant organizers, a wave of regularization is underway: more than 150 organizations are expected to be officially registered by July 15th.
  2. Demand official documents: ask to see the authorization to operate issued to the organizer as well as the specific approval of the host establishment.
  3. Check the insurance: make sure that the structure has taken out valid liability insurance, covering all the physical and leisure activities offered.

2. The educational project and supervision

A successful trip depends on transparent organization. The organizer must be able to provide you with a clear educational plan detailing:

  1. Educational objectives and the daily program of activities.
  2. Accommodation conditions and catering arrangements.
  3. Team profile: you have the right to verify the identity, qualifications, diplomas and experience of the facilitators and supervisors.

3. Transport security

Travel is an integral part of the stay and requires special attention, especially if it takes place abroad:

  1. Find out about the modes of transport used and the condition of the vehicles.
  2. Check the insurance coverage related to travel.
  3. Find out about the itinerary (planned stops, travel conditions).
The Ministry's position: "This vigilance is neither mistrust nor coercion. It is a parental duty and the best guarantee to ensure your child has an enriching, fulfilling, and, above all, safe holiday," Mamadou Kéita reiterated.
