The Ivorian government is accelerating the modernization of its healthcare system. On Wednesday, July 1, 2026, during the Council of Ministers meeting at the Presidential Palace in Abidjan-Plateau, three major financial agreements concluded on May 14 with the International Development Association (IDA) were officially ratified.

The total budget amounts to 124.979 billion FCFA , distributed as follows:

  1. Two grant agreements: $25 million (or 13.979 billion FCFA).
  2. A loan agreement: 169.5 million euros (just over 111 billion FCFA).

This large-scale funding is entirely dedicated to phase 2 of the Multi-Phase Approach Program for Health, Nutrition and Early Childhood Development .

A program focused on vulnerable populations

According to government spokesperson and Minister of Communication Amadou Coulibaly, the central objective of this initiative is to improve the quantity and quality of healthcare services. The program primarily targets women, children, and the most vulnerable populations .

This second phase focuses specifically on the "health package" initiated by the Ivorian State to profoundly transform the national health system.

The major projects of Phase 2

The funds raised will be used to finance several strategic projects:

  1. Optimizing Universal Health Coverage: Strengthening Universal Health Coverage to guarantee sustainable and equitable access to care.
  2. Staff training: Build a new branch of the National Institute for the Training of Health Workers (INFAS) in order to increase the number of qualified professionals in the field.
  3. Logistics and supply: Procure essential medical products and upgrade transport and storage infrastructure to eliminate stockouts.
Focus on nutrition and early learning: Amadou Coulibaly also emphasized that the program will directly address poor dietary practices. This will involve the implementation of a range of community interventions focused on nutrition, early childhood stimulation, responsive feeding, and basic learning.
