A new era is dawning for the savings of Ivorians living abroad. Starting in the first quarter of 2027 , the Ivorian government will issue "diaspora bonds." The goal? To capture the savings of expatriates to finance major development projects in Côte d'Ivoire.

Announced by Adama Dosso, Minister Delegate in charge of African Integration and Ivorians Abroad, this initiative is part of the ambitious National Development Plan (PND) 2026-2030 .

A strategic shift: from consumption to investment

Until now, money sent by the diaspora was mainly used for family support and everyday expenses. The government now wants to direct these enormous financial flows towards productive and structuring investments.

The numbers speak for themselves:

  1. 2024: 840 billion FCFA transferred.
  2. 2025: 938 billion FCFA transferred.

To remove banking barriers, the executive branch collaborated with the BCEAO to enable Ivorians abroad to easily open accounts in the Union's commercial banks, which now offer tailored financial products.

Two new tools for the "32nd region" of Ivory Coast

The government wants to fully integrate the diaspora, which it calls the country's "32nd region." Two major innovations have been presented to realize this vision:

  1. The Digital White Paper of the Diaspora: A space for expression allowing expatriates to submit proposals to enrich public policies.
  2. The CARIVEx platform: A digital mapping designed to identify Ivorian skills abroad and facilitate their recruitment by local businesses and administrations.

The priority sectors identified for these investments include agricultural transformation , services , and new technologies (particularly artificial intelligence). With the 2026-2030 National Development Plan (PND) allocating over 70% of its investments to the private sector, the diaspora is expected to play a key role through public-private partnerships (PPPs).

A very promising initial financial assessment

The recent " Diaspora for Growth " roadshow, which stopped in Milan and Paris, already testifies to the enthusiasm of Ivorians living abroad:

“The diaspora is a full-fledged player in our economy. The government reaffirms its commitment to fully involving it in building the country’s economic and social development,” concluded Adama Dosso.
