Cybercriminalité en Côte d’Ivoire : un internaute arrêté après avoir visé Charles Blé Goudé

Freedom of expression on social media has once again run up against the limits of the law in Ivory Coast. Internet user Taki Franck was arrested in Issia (in the country's central-west region) following a complaint filed by the legal counsel of Charles Blé Goudé , president of COJEP.

The origin of the case: a comment deemed hateful

Everything changed at the beginning of October 2025. On Facebook, Taki Franck posted a comment directly targeting the former Minister of Youth, expressing regret about his survival after his appearance before the International Criminal Court (ICC):

"If Blé Goudé had died at the ICC, we would have won everything. But unfortunately, he is alive."

Faced with the violence of these remarks, the politician's entourage reacted immediately. On October 9, 2025 , a formal complaint was filed with the Court of First Instance of Abidjan for "hate speech and attacks on life."

From the canvas to the cell

Following a technical investigation that led to his location, the suspect was apprehended by law enforcement approximately 400 km from the economic capital. According to an official statement from Charles Blé Goudé, the individual will now have to answer for his actions before the courts and explain the meaning of his threats.

An update on the procedure:

  1. Place of arrest: Issia.
  2. Destination: Transfer scheduled to Abidjan.
  3. Objective: Appearance before the competent authorities to answer the charges.

A reminder of the law on cybercrime

This arrest is part of a national effort to regulate the digital space. In Ivory Coast, online misconduct is strictly regulated by Law No. 2013-451 of June 19, 2013 .

Potential offense Risks involved
Incitement to crime or offense 1 to 5 years in prison
Threats via an information system Fines of several million CFA francs

This case reminds social media users that anonymity or geographical distance no longer guarantees impunity for statements deemed criminal or hateful.
