Abidjan hosted the official celebration of the African Anti-Corruption Day (AAD 2026). Led by the High Authority for Good Governance (HABG), this event allowed Côte d'Ivoire to reaffirm its commitment to transparency and to present concrete results in terms of prevention and repression.

On Thursday, July 9, 2026, the Auditorium of the Ministry of Foreign Affairs in Abidjan resonated with the theme of transparency and integrity. Under the chairmanship of Prime Minister Robert Beugré Mambé, represented by the Inspector General of State Théophile Ahoua N'Doli, this edition of the JALC (Journal of Integrity and Compliance) focused on a major issue: linking integrity and compliance to the resilience of public and private governance.

Integrity, the driving force of economic development

For Zoro Épiphane Bi Ballo, president of the HABG, the fight against corruption is much more than a moral obligation: it is a strategic lever for the country's economic attractiveness and citizen trust.

While commending the progress initiated by the Ivorian government, the president of the HABG emphasized the importance of maintaining vigilance. He called for sustained, collective mobilization, involving the public sector, private businesses, civil society, and citizens.

A statistical overview: Between training, prevention and repression

HABG's strategy is based on solid pillars, and the results of the past year demonstrate a positive dynamic.

1. Education and awareness

  1. 1,615 executives from the public and private sectors, as well as from civil society, have been trained by the Academy of Good Governance and Anti-Corruption Leadership (ABG-LAC).
  2. 450 future magistrates and clerks were made aware of the fundamental principles of public ethics to guarantee a more honest justice system.

2. Transparency and citizen vigilance

  1. 90.66% compliance : This is the impressive rate achieved for asset declarations, a sign of strong adherence by public officials to the obligation of transparency.
  2. 451 alerts were recorded in 2025 via the SIGNALIS digital reporting platform, proving that citizens are increasingly taking ownership of these control tools.

3. Active repression

The fight against impunity has entered an active phase with concrete legal actions:

  1. 42 investigation reports have been transferred to the Economic and Financial Criminal Division.
  2. 39 arrests were successfully carried out as a result of these investigations.

Heading towards sustainable governance

By combining rigorous training, modern reporting tools, and firm sanctions, Côte d'Ivoire is structuring its response to illicit practices. The ultimate goal of the High Authority for Good Governance (HABG) remains clear: to enshrine good governance as the foundation for the country's socio-economic development and to provide lasting reassurance to international partners and investors.
