Sécurité nucléaire mondiale : La Côte d’Ivoire et l’OTICE franchissent un nouveau cap scientifique
A major milestone for international peace and security has just been reached in Abidjan. On Thursday, June 26, 2026, Côte d'Ivoire and the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) formalized a strategic framework agreement . This agreement aims to strengthen the International Monitoring System (IMS) while intensifying scientific and technological exchanges between the two partners.
Signed by the Minister of State, Minister of Foreign Affairs, Nialé Kaba , and the Executive Secretary of the CTBTO, Robert Floyd , this partnership reaffirms the common commitment to nuclear non-proliferation and multilateralism.
Adopted in 1996, the Comprehensive Nuclear-Test-Ban Treaty (which now has 187 signatory states and 178 ratifications) aims to permanently eliminate nuclear explosions on a planetary scale.
For Ivory Coast, this agreement structures and formalizes an already prominent role on the international stage:
The Minister of Higher Education and Scientific Research, Adama Diawara , reiterated that the technological infrastructure deployed across the country is not solely used to detect potential underground or atmospheric nuclear tests. It also has crucial civilian and scientific applications .
The Executive Secretary of the CTBTO, Robert Floyd, also praised the indispensable contribution of the Lamto National Data Centre and associated platforms, describing them as essential links in the global alert system.
Despite recent concrete progress — notably the signing of a facilitation agreement on March 19 and the holding of a regional workshop for Francophone Africa in Abidjan in early June — Minister Nialé Kaba took advantage of this platform to raise awareness of current challenges:
"It is urgent to ensure the swift entry into force of the treaty and to safeguard the funding of the International Monitoring System (IMS) in the face of current geopolitical tensions."

In recognition of their exceptional contribution, Robert Floyd and Ambassador Yacouba Cissé were elevated to the rank of Commander in the National Order of Merit for Education . This distinction was presented to them by Minister Adama Diawara, on behalf of the President of the Republic, Alassane Ouattara.
