The Minister of Employment, Social Protection, and Vocational Training, Adama Kamara, officially welcomed the completion of the National Program for the Promotion of Inclusive Employment (PNIPEI). Presented on Friday, May 29, 2026, in Abidjan at a ceremony hosted by the Directorate General of Employment (DGE), this ambitious project marks a major turning point for the integration of vulnerable populations.

Key figures from the PNIPEI

  1. Total budget: 100 billion CFA francs.
  2. Inclusion objective: Creation of more than 600,000 inclusive, decent and sustainable jobs .
  3. Implementation period (ILO): 2027-2029.

A collective project and a call to the private sector

The minister expressed the Ivorian state's gratitude to the technical and financial partners who supported the drafting of the text, in particular:

  1. The World Bank
  2. The International Labour Office (ILO)
  3. The French Development Agency (AFD)
  4. Innovation for Poverty Action

Mr. Adama Kamara used this platform to make a solemn appeal to the private sector and other donors to join this multi-stakeholder initiative, essential for ensuring sustainable and inclusive growth in Côte d'Ivoire. The labor market is also now more transparent thanks to the activation of the National Observatory for Employment and Training (ONEF) .

Support from partners and the DGE

  1. The ILO reaffirms its commitment: Jean-Marie Kagabo, representing the director of the country office of the International Labour Organization (ILO), welcomed this major step forward and confirmed the technical support of his institution for the period 2027-2029.
  2. A shared vision: Franck Dogoh Madou, Director General of Employment, praised the Minister's leadership. According to him, this program will establish a new employment agenda based on a synergy of concrete actions.

Next steps in the roadmap

According to Joël Azian (DGE), the short-term agenda revolves around four main axes:

  1. Technical finalization of the program document.
  2. Adoption by the Council of Ministers of the program and its budgeted action plan.
  3. Organizing a roundtable of donors to mobilize the necessary financial resources.
  4. Launch of the pilot phase and field deployment of the PNIPEI.
