Prime Minister Robert Beugré Mambé laid the foundation stone of the headquarters of the Economic and Financial Penal Unit (PPEF) in Bingerville on Wednesday, October 8, 2025, in the presence of the Keeper of the Seals, Minister of Justice and Human Rights, Jean Sansan Kambilé.
This ceremony marks an important step in strengthening the Ivorian judicial system, particularly in the fight against corruption, fraud and money laundering.
The new PPEF headquarters will be located near the Bingerville Court of First Instance. According to technical data, the R+2 building with a garden level will cover 6,980 m² and will include 86 offices, including 46 for magistrates and 22 for clerks. The project is estimated to cost 7.4 billion CFA francs, fully financed by the state budget. The work will last 30 months.
In his speech, Jean Sansan Kambilé emphasized that this first stone "embodies the Government's desire to strengthen the clarity, efficiency, and specialization of the Ivorian justice system." "We want a justice system that is modern, accessible, and adapted to current economic challenges," he declared.
Prime Minister Beugré Mambé, for his part, welcomed "a structuring project for good governance" and reaffirmed the State's commitment to providing the justice system with modern means to handle complex financial cases.
Created in January 2020 and established as an autonomous jurisdiction by Law No. 2022-393 of March 11, 2022, the PPEF's mission is to prevent, prosecute and judge economic and financial offenses, in particular corruption, embezzlement of public funds, tax fraud and the financing of terrorism.
