Governance: The Ministry of Finance Advocates for the Hiring of Young People Trained in World Bank Procedures

Gouvernance : Le Ministère des Finances Plaide pour l'Embauche des Jeunes Formés aux Procédures de la Banque Mondiale

The Ministry of Finance and Budget has issued a strong appeal for the integration of young professionals recently trained in World Bank procedures into public project management teams. The objective is clear:

boost the performance and efficiency of these projects crucial for development.

The appeal was launched by Vassogbo Bamba , Deputy Chief of Staff, during the certificate presentation ceremony for the Project for Improving Governance for the Delivery of Basic Services to Citizens (PAGDS), on Tuesday, December 16, 2025.

A Strategic Talent Pool

Speaking to 120 recent graduates, Mr. Bamba emphasized the strategic role of human capital . He stressed that creating this " pool of new talent, equipped and trained in World Bank procedures " is a government priority in order to:

  1. Improve the efficiency of project management.
  2. Addressing the challenges related to the disbursement rate.
  3. Optimize budget performance.

The intensive training, provided over ten months by the firm CETIM International, covered essential areas such as:

  1. Public procurement.
  2. Financial management.
  3. Monitoring and evaluation.
  4. Environmental and social management, in accordance with World Bank standards.

This approach, which combined theory and immersion internships, is perfectly aligned with the new Country Partnership Framework 2023-2027 between the World Bank and Côte d'Ivoire, a framework focused on human capital, resilience and employment.

The World Bank: A Strong Partnership

The deputy chief of staff took the opportunity to commend the growing commitment of the World Bank, whose active portfolio in Côte d'Ivoire now stands at 23 projects for a financial volume of $4.33 billion (approximately 2,598 billion CFA francs).

A Call to Decision-Makers and an Exhortation to Recipients

Mr. Bamba strongly encouraged the young professionals to immediately put their acquired skills into practice , considering them " a suitable response to the scale of the needs for improving project management ."

A representative of the beneficiaries confirmed their commitment, stating that they were " immediately ready for employment " and calling on decision-makers to place their trust in them.

The ceremony concluded with the traditional family photo, symbolizing the strengthened partnership between the State, its partners and this new generation of project managers.
