At the opening of the 6th National Public Service Days (JNSP) on Tuesday, June 23, 2026, in Abidjan, the Minister of State, Minister of Public Service and Administrative Modernization, outlined the vision for a renewed public service. In a televised address, Anne Désirée Ouloto-Lamizana advocated for a modern, efficient, and interconnected public service that meets the needs of the population, essential for supporting Côte d'Ivoire's development momentum.

The human face of public action

For the Minister of State, the administration is the most tangible reflection of the State's daily commitment, whether through education, health, social protection, or economic development. Behind every bill, every school, and every health center, she made a point of acknowledging the dedication of the civil servants who tirelessly carry out these missions.

"Under the leadership of the President of the Republic, Alassane Ouattara, Côte d'Ivoire continues its march towards the Great Côte d'Ivoire by 2030," she recalled, while insisting that no great national project can be realized without an honest, agile and responsive administration.

Putting the user at the heart of the system: Target 75% satisfaction

This year's theme, "Together, let's build a public service that is friendly to..."

"citizen," illustrates this desire for a break. Anne Désirée Ouloto-Lamizana emphasized that a country's emergence is not measured solely by its economic infrastructure, but also by the quality of its relationship with its users.

To turn this vision into action, the minister announced a major innovation:

  1. The direct involvement of citizens in the evaluation of state services via the National Barometer of Public Service Quality .
  2. A quantified objective: To achieve a user satisfaction rate of 75% by 2030 .

She therefore calls for a shift from a logic of service provided to the population to a co-construction made with them.

A four-day national event

From June 23 to 26, 2026 , the National Public Service Days (JNSP) will take place in Abidjan, Yamoussoukro, and the 31 regional capitals of the country. This event aims to be a major forum for dialogue and reflection on the future of the Ivorian civil service.

In conclusion, the Minister of State invited all public officials, local authorities and civil society to take ownership of this event, recalling that a quality public service remains the cement of social cohesion and the international influence of Côte d'Ivoire.
