The Land Registry One-Stop Shop (GUF), under the auspices of the Ministry of Urban Planning, recently unveiled the official administrative process for obtaining the Final Concession Order (ACD) . In Abidjan and its surrounding areas, this process involves five different institutions to guarantee the legal security of property ownership.

The administrative process: From application to signature

The handling of the case involves a series of strategic back-and-forth exchanges between technical and ministerial departments:

  1. Submitting the application: It all starts at the GUF , the single point of entry for the applicant.
  2. Instruction: The Urban Domain Directorate ( DDU ) examines the conformity of the file.
  3. Creation of the Land Title (TF): The file goes under the supervision of the Ministry of Budget (Land Conservation) for registration.
  4. Drafting the act: Once the TF is created, the DDU prepares the draft decree.
  5. Ministerial validation: The document is submitted for signature by the Minister of Urban Planning.

The crucial step: Payment and Publication

Step 8 marks a decisive turning point. The applicant must fulfill their financial obligations:

  1. Sale price of the plot.
  2. Registration fees with the Land Registry.
Important note: Payment of these taxes is the essential condition for the ACD to be published in the land register and to acquire its full legal value.

Conclusion and presentation of the title

Once published, the ACD makes its return journey (DDU then GUF) to be officially handed over to the owner.

Towards simplification? Minister Moussa Sanogo has already announced reforms aimed at reducing delays and streamlining the number of steps, while strengthening the reliability of checks.
